Skip to 5:50 I think, Flash does it on Superman. Anyway speedsters can do it as fast or slow as they want to. Flash was doing it weakly because Superman is his teammate.

Anyway so it's sucking a vortex like that, only opposite. And with Quiver trapped in its grip, he then whipped it and tossed Quiver to the side. Now that doesn't mean she has to go barreling into a wall or anything.

lol no and yes. Quiver was being sucked in a vortex. Duplicate Jet wouldn't just do that sucking thing then stopped and whip his arms to free her, that wouldn't make sense. Not for him anyway.
